ECVET European templates

The ECVET Users’ Guide working group has developed  European templates that help specifically stakeholders on the ground to use ECVET for geographical mobility of learners. Supported by ICF GHK/3s, the working group produced the draft versions of :

  • a European Template for a ‘Memorandum of Understanding’ and
  • a ‘Learning Agreement’ which serve practical arrangements for a cross border cooperation and facilitate the validation and recognition of learning outcomes acquired abroad

They both come as complement of  the  ECVET users' Guide (part 2) : ‘Using ECVET for geographical mobility (2012)

The European Templates

  1. A  Memorandum of Understanding (MoU) is an agreement between competent institutions which sets the framework for credit transfer. It formalises the ECVET partnership by stating the mutual acceptance of the status and procedures of competent institutions involved. It also establishes partnerships’ procedures for cooperation.
For more information and guidance on the establishment of a MoU please refer to the ECVET User’s Guide: ‘Using ECVET for geographical mobility (2012) - Part II of the ECVET Users’ Guide - Revised version – including key points for quality assurance’.

  2. The Learning Agreement (LA)
A  Learning Agreement (LA) is concluded by the two competent institutions involved in the training and validation process and the learner, in the framework of a Memorandum of Understanding (MoU). The LA defines the conditions for the mobility of each individual learner. If the conditions for mobility are the same for a group of learners it is possible to use the same text for all the learners in the group. However, each learner should receive and sign a Learning Agreement that concerns him/her individually.
For more information and guidance on the establishment of a LA please refer to the ECVET Users’ Guide: ‘Using ECVET for geographical mobility (2012) - Part II of the ECVET Users’ Guide - Revised version – including key points for quality assurance’.

  3. How to work with these templates ?
The templates have been designed as an editable Adobe Acrobat pdf file and are free of use. Don't hesitate to download  the 'Note on European templates' pdf to discover the best way to use them.

Both  templates are in a draft version, designed for testing. Please do not hesitate to send your comments or suggestions on how to improve them.
